    Joseph Quinn

    Public Diplomacy
    includes advance work, performed
    in support of US-EU high level exchanges (CIR),
    with Dr. Lee Edwards, President
    Center for International Relations, Washington, DC

    USG Public/Private entity cooperation
    White House Working Group member,
    on regular clearance list (WHOWGCA)
    and a self-started exchange program (NCPAS)

    El Salvador exchanges
    Publications & programs (1981-1985)
    Mr. Quinn initiated the NCPAS program,
    a public diplomacy exchange program (based in Washington DC).  

    This included a political leadership youth exchange program began with the cooperation of Ambassador Ernesto Rivas-Gallont, Embassy of the Republic of El Salvador, Washington, DC.

    After Mr. Quinn initiated that program, which included travel to El Salvador 1983-1984, youth exchange member "Pancho" Lainez and Mr. Quinn met and became good friends during the early 1980's.

    Pancho served for several years as
    Minister of Foreign Affairs, Republic of El Salvador;
    was a candidate for Vice President, Republic of El Salvador; and
    became his nation's Ambassador to the Organization of American States (OAS) in Washington, D.C.



    Foreign Affairs & Exchanges
    NCPAS promoted a series of "people to people" exchanges
    young political leader exchanges (multi-party, international)
    "campaign technology" training seminars.

        including Martha Rountree, foundation President
        co-founder and producer of "Meet the Press"
